The building was designed by the Kahn & Jacobs architecture firm and developed by Sol Atlas and John P. McGrath. However, some sources attribute the design to Carson Lundin & Shaw. It was constructed between 1970 and 1971 and features a modern structural design typical of the era.

Standing 504 feet tall with 40 floors, it is one of the southernmost skyscrapers in Lower Manhattan. The building is situated to the east of 1 New York Plaza and south of 55 Water Street.

Starting in 2007, the building underwent energy-saving renovations to meet LEED Silver standards. It hosts a variety of tenants, including AECOM, American Civil Liberties Union, AXA, and Sullivan & Cromwell LLP.
