The Arsenal Building occupies a site formerly used by the New York State Arsenal, lending the structure its name. Its 21-story height and Renaissance Revival style distinguished it from the more common industrial buildings of the era, reflecting a deliberate choice to elevate the architectural quality within the Garment District. Over the years, the area has been noted for its complex history involving the garment industry’s growth, worker safety, and neighborhood development issues.

In the mid-20th century, the building underwent renovations that diminished some of its original architectural prominence, especially along the avenue frontage. However, recent restoration efforts have focused on renewing the building's base and lobby, including the removal of a 1960s vestibule to extend the lobby space. These restorations have brought back original design elements such as travertine walls, Tennessee Pink marble floors, and introduced a new barrel vault ceiling highlighted by a cross vault, reestablishing the building’s distinguished appearance in the Fashion District.
