The building was designed by Edward Durell Stone Associates for developer Howard Ronson and his firm HRO International. It features a postmodern architectural style with a granite and glass facade, including several setbacks that taper into an octagonal curtain wall.

Originally, the site housed the United States Assay Office, which was the last public gold refinery in the United States. HRO International purchased the property in 1983 for $27 million and demolished the Assay Office in 1986 to construct One Financial Square.

The building is home to various tenants, including Daiwa Capital Markets USA, Inc., Convene, and the New York Regional Office of the United States Census Bureau. The ground floor houses the New York City Fire Department (FDNY) Engine Company 4 and Ladder Company 15.

In 2012, the building was affected by Hurricane Sandy, but due to its design, it was less prone to flooding. Subsequent renovations improved its flood defenses. RXR Realty acquired the building in 2014 for $675 million.
