The proposed tower stands 334 feet tall and is significantly larger than the original building, with floor plates comparable in size to the Empire State Building. The new structure is intended to house the Blood Center on the first five floors, with the majority of the remaining space controlled by the developer and leased to tenants in the life sciences industry.

This redevelopment has sparked controversy due to its scale and impact on the surrounding Upper East Side neighborhood. The proposal would create a building that is far taller and bulkier than the existing low-rise residential and community-oriented buildings nearby, including St. Catherine's Park and nearby schools. The project required rezoning from the original R8B contextual zoning, which had preserved the neighborhood's low-rise character since the 1980s. Critics argue the new building's commercial uses and size are incompatible with the residential nature of the area and set a precedent for overdevelopment of midblock locations in the Upper East Side.

Despite the controversy, the Blood Center and developer received approval for a 233-foot-tall laboratory building on the site following a lengthy campaign and legal agreements, including a restrictive declaration limiting building height and requiring the facility to maintain its life sciences mission. However, recent zoning changes have introduced ambiguity about whether this restriction will hold, raising the possibility of future larger-scale development or sale of the site.

The site occupies a large footprint for the Upper East Side, with 45,000 square feet spanning between East 66th and 67th Streets. Historically, the building classified as a hospital and research facility spans approximately 146,000 square feet, reflecting its long use as a medical and scientific institution.
