The building was originally known as "The National Building" and featured a steel skeleton-frame construction, which was a technological advancement at the time. Its facade consists of limestone on the lower three stories and brick with limestone and terra-cotta details on the upper floors, topped by a heavy projecting metal cornice.

The building played a significant role in the garment industry during its early years, housing large ready-to-wear garment manufacturing companies. This period marked an important era for labor rights and suffrage advocacy, as garment factories were major employers of New York City's working-class women and immigrants.
