It is a 15-story Federalist-style structure, listed on the National Register of Historic Places. The building features limestone construction, a granite base, and decorative stonework, including eagles atop upper floor cornices and cast aluminum spandrels.

Originally designed by Cross & Cross, it is one of the largest federal buildings constructed during the Great Depression. The building houses the United States Post Office Church Street Station and Federal Office Building, blending formal classicism with an Art Deco ornamental program.

The building suffered damage during the 9/11 attacks, with debris from the World Trade Center causing significant harm. Restoration projects were conducted in 1994 and 2002 to repair and preserve the building's historic integrity.

Thornton Tomasetti provided structural renewal and historic preservation services, including façade investigations and repairs. The building's restoration included limestone cleaning, roofing replacement, and the installation of an impressed current cathodic protection system to prevent corrosion.
