Initially planned to be 1,240 feet tall, construction was halted due to the lack of an anchor tenant. GroupM signed on as the anchor tenant in 2014, allowing construction to resume. The building's concrete core was topped out in August 2016, followed by the completion of the perimeter steel structure in October 2016.

The original 3 World Trade Center was the Marriott World Trade Center, a 22-story hotel that opened in 1981 and was destroyed during the September 11 attacks in 2001.
