The building features a central arched vault inspired by the Arch of Constantine and is topped with the gilded Civic Fame statue.

The first offices were occupied in 1913, and the building has undergone several renovations, including elevator replacements in the 1930s and restorations in the mid-1970s and late 1980s. It was designated a landmark by the New York City Landmarks Preservation Commission in 1966 and listed on the National Register of Historic Places in 1972. In 2015, it was renamed in honor of David N. Dinkins, New York City's first African-American mayor.
