The site was previously occupied by the St. Charles Hotel, a seven-story brick hotel owned by the Jones family, which was sold in 1890 to Peter Banner, a prominent clothing merchant and real estate developer. Banner commissioned the demolition of the hotel and replaced it with the modern, fireproof Banner Building featuring stone and iron staircases, steam heat, pneumatic bells, electric lighting, and two elevators for passenger and freight use, making it state-of-the-art for its time.

Initially eight stories tall, the building was expanded to ten stories in 1898. The upper floors serve as a decorative crown to the simpler lower levels, with Lyons echoing the original arched windows and classical design elements. Despite this effort, the addition remains visibly distinct from the base structure.

The building's early tenants were predominantly apparel-related businesses, including clothing manufacturers and wholesalers, which reflected the commercial character of the area by the late 19th century. Over the decades, 648 Broadway continued housing apparel and millinery firms, and later diversified with tenants such as the American Association of Plumbers Helpers and a jazz club, as well as creative professionals in theater, film, and design.

Architecturally, the building is notable for its Victorian cast-iron facade, which has undergone significant restoration to preserve its intricate metal ornamentation including rosettes, wreaths, dentils, balusters, and volutes. The restoration was a meticulous $1.2 million project aimed at making the facade watertight and structurally secure while preserving its historic character.

Inside, elements such as a petaled leaded-glass transom illuminate the lobby with white marble walls, and decorative motifs recur throughout, including floral and ribbon designs in the pressed-metal ceiling and ironwork on stair railings. Modern upgrades have included new windows, HVAC systems, and ADA-compliant access, allowing the building to meet contemporary standards while retaining its historic charm.
