Construction began in 1967 and was completed in 1969, with the building opening in 1970. The building suffered a fire on August 5, 1970, resulting in two fatalities and 35 injuries. It was renovated in 2014.

The building is owned by the China Investment Corporation (49%), Brookfield Office Properties (35%), and AEW Capital Management (15%). Brookfield Office Properties serves as the landlord.
