Built between 1930 and 1932 by the architects Clinton & Russell, Holton & George, it originally served as the headquarters for the Cities Service Company (later known as Citgo). The building was constructed during the Great Depression but proved financially successful, breaking even by 1936. Its innovative design features included escalators, double-deck elevators, and a unique ventilation system.
